This study analyzes the promotion of microcredit as an instrument for fostering local economic development through the creation of the Community Development Bank of Parintins, Amazonas, Brazil. Methodologically, the research is classified as applied research with a quantitative approach and descriptive and explanatory objectives, based on bibliographic and documentary research and the analysis of secondary data. The financial model was developed using historical series of constitutional revenue transfers from the Tax on the Circulation of Goods and Services (ICMS) and the Motor Vehicle Property Tax (IPVA), provided by the Amazonas State Department of Finance (SEFAZ/AM). To estimate the evolution of the proposed Revenue Fund, the Compound Annual Growth Rate (CAGR) was employed in both nominal and real terms, complemented by sensitivity analyses under different operational scenarios and credit limits. The results indicate that allocating 1% of the municipality's net constitutional shares of ICMS and IPVA has the potential to establish a financially sustainable Revenue Fund while preserving its financing capacity even after accounting for inflation. The analysis showed that the Real CAGR (0.48% per year) represents the most prudent benchmark for long-term planning, whereas the Nominal CAGR (6.26% per year) mainly reflects inflationary effects. Simulations indicate that, under the realistic operational scenario and with a credit limit of BRL 2,000.00 per loan, the Community Development Bank could potentially serve approximately 155 microentrepreneurs in 2027, reaching around 165 beneficiaries by 2040. The discussion of the findings, supported by empirical evidence from the Brazilian microfinance literature, suggests that implementing this public policy may contribute to income generation, financial inclusion, the survival of small businesses, and the strengthening of the local economy. It is concluded that the proposal presents fiscal feasibility, methodological consistency, and the potential to support the formulation of a municipal microcredit policy, materialized through the Municipal Bill developed as the Technical and Technological Product of this research. Nevertheless, the effectiveness of the proposed financial institution depends on its articulation with a permanent public policy aimed at training and providing technical assistance to microentrepreneurs.
