O discurso ambiental institucional no processo de construção e reconstrução da BR 319 (Amazonas)

Resumo

This research study focused on the BR-319 highway, which is approximately 877 km long and runs between the states of Amazonas and Rondônia. The highway spans 11 municipalities, including the capitals of both states, and passes through a mosaic of protected areas. The study aimed to analyze the trajectory of institutional environmental discourse in the construction and reconstruction of the BR-319. The methodology employed was based on qualitative research, with data collected through access to academic and technical documents from the agencies involved in the construction and reconstruction of the BR-319. The information collected was systematized and analyzed using content analysis and discourse analysis, and is subsequently presented in three chapters. The main findings highlight the antagonism between development-oriented discourse and environmental discourse, which is further exacerbated in the context of large-scale infrastructure projects in the Amazon. On the one hand, the Brazilian government undertakes major infrastructure projects aligned with the ideology of economic development; on the other, the licensing agency, together with institutions linked to environmental conservation, opposes these projects. In this process, environmental discourse plays a supporting role in balancing the forces, in a context where the economic agenda takes precedence over socio-environmental concerns.
