Resumo
The repaving of the central stretch of BR-319 (Manaus–Porto Velho) occupies a prominent place in the debate on infrastructure and development in the Amazon, giving rise to divergent positions that are widely reported in the media. Against this backdrop, this study analyzes how statements by Marina Silva, the Minister of the Environment and Climate Change, and Senator Plínio Valério, chairman of the Parliamentary Commission of Inquiry (CPI) on NGOs, were interpreted and disseminated by news portals in Amazonas and nationwide, mapping and problematizing the regimes of truth associated with the topic. The research, which uses a qualitative and exploratory approach, uses non-participant observation, bibliographical and documentary analysis, covering three technical documents: the Environmental Impact Study (EIA), the Environmental Impact Report (RIMA), and the report of the Ministry of Transportation's Working Group, as well as news reports. The theoretical framework is based on Michel Foucault's discourse analysis (1987; 1993; 1995a; 1995b; 2000; 2006) and digital environmental journalism. The results show that the minister associates repaving with an increase in environmental crimes, while the EIA argues that the project would expand state presence and combat these crimes, an understanding also shared by Senator Plínio Valério. The conclusion is that different regimes of truth shape media narratives about BR-319, influencing public perceptions and political decisions related to sustainable development and Amazon conservation.
