Specialized Technical Services (STE), provided for in the Brazilian Innovation Law, allow Scientific, Technological and Innovation Institutions (ICTs) to make knowledge and infrastructure available to meet the demands of the productive sector. In this context, this study analyzes the provision of STE by ICTs under the Innovation Law, focusing on the aeronautical sector — a strategic area for the country, given its need for advanced technologies and solutions that ensure safety, efficiency, and international ompetitiveness. The case study examined the agreement between the Institute of Promotion and Industrial Coordination (IFI), an ICT linked to the Brazilian Air Force, and the Casimiro Montenegro Filho Foundation, seeking to understand how the agreement’s administrative and financial structure enables the provision of STE, especially those related to the certification of aeronautical products. The main objective was to analyze this agreement as a management model applicable to other Aeronautics ICTs, with emphasis on revenue collection and allocation, operational challenges, and institutional benefits. The methodology was qualitative, exploratory, and descriptive, based on a single case study. Sources of evidence included document analysis, a questionnaire applied to the Department of Aerospace Science and Technology, and a systematic literature review. The results show that the model adopted by IFI, by delegating to the support foundation the management of resources derived from STE, provided greater operational flexibility, enabling direct investments in personnel training, laboratory infrastructure, and management systems. The data indicate that, although there are challenges such as cultural barriers, bureaucracy, and communication difficulties with the foundation, institutional benefits outweigh these obstacles, making the model replicable in other ICTs. It is concluded that STE represent a legitimate and effective instrument to strengthen the relationship between ICTs and the productive sector, contributing not only to technological innovation but also to the financial sustainability and institutional strengthening of public ICTs. As a technical product of the research, a Implementation Plan for STE Provision was developed to support the Institute of Airspace Control in adopting a similar model for the provision of STE.
