Formulação de políticas públicas ambientais alinhadas ao planejamento orçamentário da cidade de Manaus, Brasil

Abstract

This study aimed to analyze the influence of Environmental Civil Society Organizations (CSOs) on the formulation of environmental public policies and the municipal budget planning process in the city of Manaus, Amazonas, Brazil, considering the 2018–2021 and 2022–2025 Multi-Year Plan (PPA) cycles. The research is situated within the Public Policy research line of the Professional Master's Program in Public Administration (PROFIAP) and is grounded in the Societal Model of Public Administration, articulated with studies on social participation, environmental governance, public policy formulation, and public budget planning. This is an applied qualitative study with descriptive and exploratory objectives, conducted through a case study approach. Data were collected through semi-structured interviews with representatives of 11 environmental Civil Society Organizations operating in Manaus and analyzed using Thematic Content Analysis supported by the IRaMuTeQ software. The findings revealed that CSOs primarily influence social mobilization, the formulation, discussion, and monitoring of environmental public policies; however, their influence on formal municipal budget planning processes remains limited. The study also identified constraints related to institutional communication, transparency, governmental openness, and coordination between civil society and public authorities. As an applied outcome, the research developed the PGAM – Manaus Environmental Governance Platform, a Technical and Technological Product designed to support institutional communication, enhance transparency, and strengthen CSO participation in municipal environmental governance. The originality of this study lies in integrating civil society participation, environmental public policies, and municipal budget planning, a topic that remains underexplored in the Brazilian literature. The findings present potential scientific contributions by advancing knowledge on participatory governance, organizational contributions by supporting the activities of CSOs and the municipal public administration, and public policy contributions by providing a technological tool to strengthen transparency, social participation, and environmental governance.
