Compras governamentais e práticas sustentáveis nas instituições públicas federais no Amazonas

Resumo

The discussion on planetary sustainability emerged from the growing awareness of the limitation of natural resources in the face of the economic development model of developed countries, based on exploitation and excessive consumption. The issue first came to the fore in 1972 at the Stockholm Conference and was further developed in 1992 at Rio 92, when Agenda 21 highlighted the role of governments in sustainable government procurement. Government purchases represent a significant volume of negotiations and financial contributions, making them strategic instruments capable of inducing sustainable practices and fostering new patterns of production and consumption, aligned with environmental conservation and socio-economic development. In this context, this study set out to analyze the government purchases made in 2022 and 2023 by four Federal Public Administration institutions located in the state of Amazonas - IBAMA, IBGE, INPA and the Federal Police - in order to verify their contributions to promoting sustainable development, considering their potential as an instrument for inducing quality, productivity and technological innovation, while at the same time combining environmental preservation and socio-economic development. For this research, the term government procurement was used to refer to purchases made by public entities, while sustainable government procurement - also called sustainable public procurement in the literature - refers to purchases that incorporate sustainability criteria. The methodological approach was qualitative, with descriptive objectives and bibliographic and documentary procedures. The results indicate that, although there has been progress in incorporating sustainability criteria into the Federal Public Administration's bidding processes - driven by the regulatory legal framework and the actions of the control and inspection bodies - there are still weaknesses in the effective application of these criteria, especially with regard to the demand for compliance on the part of suppliers. The conclusion is that the consistent and well-founded application of sustainability criteria in public procurement processes represents an important step in the state's role as a promoter of sustainable development and the preservation of a balanced environment.
