Resumo

The Access to Information Law regulates and guarantees citizens and interested parties the fundamental right of access to information through public transparency mechanisms. This law applies to all levels of government: the federal government, states, and municipalities. The motivation for this study stems from observations regarding the Judiciary Transparency Ranking and the National Public Transparency Radar concerning the Court of Justice of the State of Amazonas (TJAM). The research is justified by the importance of strengthening accountability, democracy, and the constitutional right of access to public information (Art. 5, XXXIII, 1988 Constitution). In the fields of Information Science and Archival Science, it contributes to filling academic gaps regarding the application of the Access to Information Law (LAI) within the Amazonian judiciary and supports improvements in institutional transparency. This research aims to analyze whether the active and passive transparency practices adopted by the Court of Justice of the State of Amazonas comply with the requirements established by the Access to Information Law. A case study method was adopted, utilizing a mixed-methods (qualitative-quantitative) approach; this included the analysis of quantitative data collected from the Court's communication channels and a qualitative analysis involving document and literature reviews. The research revealed that the TJAM's high quantitative performance in the National Council of Justice's Transparency Ranking does not ensure sustainable transparency or effective citizen comprehension of the information. It was found that the current evaluation model prioritizes bureaucratic and formal compliance over the qualitative dimension, creating gaps that limit the full exercise of social oversight and accountability.
