Desenvolvimento de uma solução de gestão de propriedade intelectual compartilhada no setor de defesa: foco no Exército Brasileiro

Abstract

Intellectual Property (IP) plays a strategic role in promoting innovation and strengthening a country’s technological sovereignty. Within the context of Brazil’s Defense Scientific and Technological Institutions (ICTs), IP management goes beyond the mere protection of patents or registrations, also involving the need for secure and efficient sharing of information and intangible assets among different stakeholders. Shared IP emerges both as a challenge and an opportunity to enhance cooperation between the Armed Forces, research institutions, and the industrial sector, fostering a collaborative ecosystem for the development of technological solutions of national interest. The adoption of standardized mechanisms for IP management is essential to ensure that the knowledge generated is properly protected, valued, and transformed into concrete results for the defense sector. This work aims to propose a technological solution to optimize the management of shared intellectual property within Brazil’s Defense ICTs, considering the need to integrate the processes of technological prospecting, protection, and valorization of innovations in the defense sector. The adopted methodology is qualitative, involving bibliographic and documentary review, categorical content analysis, and triangulation for validation. This is also an applied research. The study mapped the current IP management processes within the Brazilian Army, identified best practices, and proposed a Standard Operating Procedure (SOP) to optimize the management of intangible assets, in addition to developing a technological solution to support this process. The results indicate that IP management in the Brazilian Army presents gaps, such as lack of standardization and fragmented processes. Thirty reference practices were mapped, which supported the creation of the SOP and the development of an integrated technological solution, composed of modules for innovation registration, feasibility assessment, licensing and royalties, partner management, and strategic reporting. Validation demonstrated significant gains in efficiency, information security, and asset control, enhancing the valorization of innovations and strengthening cooperation between the Armed Forces, industry, and academia. The proposed solution is expected to standardize and systematize shared IP management, enabling greater control, security, and valorization of generated innovations, while facilitating cooperation between the Armed Forces, industry, and research institutions. This research is expected to contribute to the development of technological policies better suited to the defense sector context, promoting collaborative and efficient management of intellectual property.
