Rede de proteção no enfrentamento à violência sexual contra crianças e adolescentes na “cidade da pedra pintada”: reflexões em tempos de Pandemia da Covid-19

Abstract

During the COVID-19 pandemic and the prescription of social isolation, a constant concern was the incidence that social isolation would have on cases of violence against children and adolescents. In this sense, questions arose about this incidence in the Amazonian reality, especially in the municipality of Itacoatiara-AM. How did the child and adolescent protection network act in cases of sexual violence in Itacoatiara-AM during the Covid-19 pandemic? How did the practice of social actors, in a network format, guarantee the rights of children and adolescents in situations of sexual violence in Itacoatiara, during the period from 2020 to 2022, during the Covid-19 pandemic? Through an analysis of public policies for the protection of children and adolescents, we understand that some devices could provide the necessary information to answer these questions. The present work had the general objective of analyzing the protection network in the fight against sexual violence against children and adolescents in the "City of Painted Stone" during the Covid-19 Pandemic. And specific objectives: to characterize the institutions that make up the child and adolescent protection network in situations of sexual violence in Itacoatiara-AM; to know the perception of managers and professionals regarding the child and adolescent protection network in situations of sexual violence during the Covid-19 pandemic in Itacoatiara-AM and to identify the intersectoral articulation of the child and adolescent protection network in situations of sexual violence during the pandemic period in the municipality of Itacoatiara-AM. This research is based on the historical-critical-dialectical method of Karl Marx (1818-1883), in order to understand the historical, political, economic and social context in which the object of research is inserted. To follow this path, the field research aimed, through interviews with 10 professionals and 6 managers of institutions that make up the child and adolescent protection network in Itacoatiara-AM, to collect data to analyze the protection network in the fight against sexual violence against children and adolescents in Itacoatiara-AM during the pandemic period. It was identified that during the pandemic, the municipality of Itacoatiara advanced in creating mechanisms to strengthen the Network and protect children and adolescents. Itacoatiara is a pioneer in the development and implementation of the Municipal Plan to Combat Violence against Children and Adolescents (PMEVCA). It was identified that there is an established referral flowchart. However, some weaknesses in network performance were also evidenced. The network operation of the Child and Adolescent Rights Guarantee System proved to be fundamental for the prevention of violence and the provision of qualified care for victims.
