Resumo
This study aimed to analyze the application of Value Stream Mapping (VSM) to the agreement management process at a Federal Higher Education Institution (IFES). Through an applied case study using a quantitative approach, the processing of agreements stemming from Decentralized Execution Agreements (TED), as well as agreements for Research, Development, and Innovation (RD&I), Education, Science, Technology, and Information (ECTI), and revenue-generating agreements, was examined. The mapping indicated that process optimization could reduce lead time by 34.88% for TED agreements, and by 28.96% and 78.15% for ECTI and revenue-generating agreements, respectively. Conversely, in RD&I processes, the inclusion of a previously omitted mandatory step increased lead time by 34.17%, while ensuring legal compliance and value addition. The results demonstrate the applicability of VSM to public administration, highlighting that Lean offers valuable tools not only in the industrial sector but also for the optimization and modernization of public services.
