Interculturalidade e Justiça Social no contexto do acolhimento de estudantes refugiados nas universidades públicas do Estado do Amazonas

Abstract

The Northern Region of Brazil, especially Manaus, has been an important point of reception for refugees from Venezuela, many of whom face numerous difficulties and lack of access to basic services. In this context, this research aims to understand which policies for refugee access are observed in the context and process of implementing specific places for refugees at the State University of Amazonas (UEA) and the Federal University of Amazonas (UFAM). To address this problem, the following objectives were established: 1) To investigate how the main public universities in the State of Amazonas (UEA and UFAM) deal with the increase in Venezuelan refugee immigration; 2) To analyze the content of the Federal Constitution, international treaties, federal laws, and institutional regulations of the UFAM and UEA universities that address the care of refugees in the context of higher education; 3) To verify the main demands related to the arrival of Venezuelan refugees at universities in the State of Amazonas; 4) To identify university policies for the care and creation of places for refugee students. To conduct this study, qualitative research methods were chosen, without disregarding numerical data, which help to understand the reality of refugee subjects. This is a descriptive, exploratory investigation, which uses an art study on the subject and documentary research as instruments. The main epistemological current used is historical-dialectical materialism, which seeks to understand the laws that govern social development, considering the totality of social relations, the contradictions present in these relations, and the mediations that act upon them. The investigation is traversed by the frameworks of interculturality and social justice, which, although not central objects of analysis, offer theoretical support for understanding the observed phenomena. The analytical instrument was the organization proposed by Bardin's AC (2010), given the dimensions of the bibliographies and documents involved in the research. The research results indicate the implementation of access policies for refugees in the public universities of Amazonas (UFAM and UEA) only from 2024 onwards, through Resolutions and Public Notices. In this sense, the research questions the delay in implementing these policies, given that increases in refugee immigration are not recent, and raises doubts about the sufficiency of these places to meet the demand and to address the lack of support for vulnerable refugee immigrants.
