Desafios e oportunidades para a inovação tecnológica da UFAM: análise dos projetos de PD&I financiados pela lei de informática

Abstract

This research addresses the challenges and opportunities for technological innovation at the Federal University of Amazonas (UFAM), focusing on Research, Development, and Innovation (R&D&I) projects of a Federal University that receives funds from the Law of Informatics (LI). As a result, in addition to the dissertation, a conclusive technical report was prepared. The LI is a specific legislation that encourages the research and development of new technologies in the country and represents an important source of funding for R&D&I initiatives in universities. It derives from a set of regulations and laws that favor the development of Science, Technology, and Innovation (ST&I) in Brazil. The research aimed to understand the barriers faced by the institution in capturing and efficiently applying the resources allocated for R&D&I from the LI in the Amazon. To this end, a mixed methodological approach was used, combining the quantitative analysis of secondary data from the Superintendency of the Free Trade Zone of Manaus (SUFRAMA) and the PD&I projects from UFAM, with a qualitative analysis of semi-structured interviews conducted with project coordinators, researchers, and university staff assigned to key sectors involved in the processing of PD&I projects. The results indicate that, despite UFAM's great potential to develop PD&I projects, there are still institutional, cultural, bureaucratic, and structural barriers that hinder greater resource acquisition. On the other hand, good practices and suggestions for strengthening innovation and creating internal governance and incentive mechanisms were identified. The research highlighted the main challenges and proposed actions that can enhance the management of R&D projects and boost the capture of resources from the LI.
