Abertura indiscriminada de poços artesianos na cidade de Manaus e seus impactos na qualidade da água e no saneamento ambiental

Abstract

This dissertation investigates the indiscriminate drilling of artesian wells in the city of Manaus and its impacts on water quality and environmental sanitation, situated within the context of inequality in access to basic services and fragility in water resource management. The research seeks to answer: how can government action in regulating and controlling the drilling and maintenance of artesian wells contribute to the sustainable use of groundwater in Manaus? The methodology adopted was qualitative and exploratory, with a deductive method, seeking to explain the phenomenon based on general foundations for specific situations, approaching applied social sciences. Documentary and bibliographic research procedures were used, with a survey and analysis of national legislation, scientific articles, books, public data from agencies and entities such as IPAAM, ANA, IBGE, and the Ministry of Health (DATASUS), as well as specific data on the local situation in Manaus, made available by CPRM's institutional databases. The work explores the constitutional foundations of the right to water and sanitation, as well as legal and institutional frameworks, examining the local reality characterized by informality, health risks, and a lack of integrated governance. The study concludes that public management remains fragmented, compromising sustainability and universal access to quality water. As a solution, it proposes the creation of a Groundwater Committee specifically for Manaus, hydrogeological zoning, integration of databases (such as SIAGAS), and expanded social participation. The dissertation reinforces the need for public policies aimed at protecting aquifers as strategic environmental assets.
